Transportation development impact fees are one-time fees assessed to new development and are used to partially fund transportation network system improvements needed to accommodate growth. An impact fee represents all or a portion of new development’s fair share of capital facility needs. By law, impact fees can only be used for capital improvements, not operating or maintenance costs.

In 2024 the City engaged TischlerBise, Inc. to complete a new Streets Development Impact Fees Study available for review below. This study ensures compliance with City ordinances and state and federal law while establishing and documenting an appropriate fee methodology. The study recommends some fee adjustments as needed to better reflect best practices and the transportation infrastructure needs of Oklahoma City. As is normal practice, the study calculates maximum supportable fees. The City proposes to set feel levels at 30 percent of those maximums.

The draft ordinance below includes a proposed fee schedule (found in the final pages) and improvements recommended by the TischlerBise study, including fee discounts for developments with mixed-use or transit-oriented development.
