About the Project

This project is a partnership between the Oklahoma Department of Transportation and the City of Oklahoma City. The project’s fixed limit of construction is $6.9M. Funding is provided by an ACOG grant and the City’s 2017 bond program. The project aims to enhance an approximately one-mile stretch of NW 23rd Street from Western Avenue to Broadway Avenue in the Uptown 23rd District.

The overall goal of this project is to create a safer, more functional corridor for both pedestrians and drivers. To enhance the pedestrian experience, the center median will be removed.

Currently, the four blocks with a median have 11 sidewalk trees. After the project, 76 trees will provide shade and protection along the sidewalks – a net increase of 29 trees on just those four blocks alone. The redesigned environment will feature shorter crossing distances, wider sidewalks, improved lighting, shade and overall beautification for area visitors. In addition, the project includes pavement resurfacing and replacement of an aging waterline between Western Avenue to Lee Avenue.

Outreach

The NW 23rd Street Enhancement project underwent an extensive community engagement process with Uptown 23rd District stakeholders, including property owners, business owners, and residents.

During the fifteen stakeholder/public meetings held since 2020, several priorities were established, including retaining four lanes of vehicular travel, removal of the medians to provide shorter pedestrian crossings along with safer and wider sidewalks, adding street trees and lighting, and preserving on-street parking.

To enhance beautification, there will be a net increase of 79 trees along the project corridor, providing protection and shade for pedestrians rather than pavement. The engineering team developed a streetscape to best meet the identified needs within the physical and budgetary constraints of the project.

August 2020

Stakeholder Briefing

A stakeholder briefing was held to review the results of stakeholder surveys on the 3-lane versus 4-lane Options (including written comments/emails).

June 2021

Virtual Presentation

A virtual presentation was provided on the City website, and postcards were sent to all property owners within 2 blocks (north and south) of NW 23rd. Postcards included a link to an online survey for feedback on the project.

August - September 2021

Public Surveys

A public survey was conducted to gauge support and identify top priorities for the streetscape, including whether to remove the median. Postcards were sent to property owners along and within two blocks (north and south) of NW 23rd. Postcards included a link to an online survey for feedback on the project. One hundred valid responses were received; 51 respondents voted to remove the median. Most of the respondents (57) lived and/or worked within two blocks of NW 23rd St.

January 2022

Stakeholder Meeting

A stakeholder meeting was held to discuss the results of the public survey.

May 2022

ACOG Funding

ACOG project funding of $5,058,073 is secured. The project is now under ODOT.

December 2022

Council Approval of Preliminary Engineering Report

City Council approved the Preliminary Engineering Report, which supported the 4-lane option without medians.

November 2023

Stakeholder Meeting - Landscaping Options

ODOT reviewing the 60% Plans. Meetings with stakeholders continued to consider landscaping options, including plant and tree species and placement.

December 2024

ODOT - 90% Review of Plans

90% plans under ODOT review.

February 2025

City of OKC Traffic Commission Approval

Traffic Commission approved the request from the Uptown Board to install a signal at Hudson Ave.

April 2025

ODOT - 95% Review of Plans

95% plans received. Landscape plans under final review.
